Loongson CPU's technology licensing route to Russia has been blocked; the Russian Ministry of Industry and Trade has begun a comprehensive review of Tramplin Electronics' Irtysh series CPUs developed based on the LoongArch architecture, and has suspended the certification process for this chip.
Russian media have overreacted to Loongson's licensing. Tramplin Electronics obtained a soft IP license for Loongson LA664, which grants them modification rights—unlike so-called "facelift" CPUs such as Hanxin or Jindai.
This situation is more similar to Hygon’s licensing model from AMD. Today, Hygon has iterated through five generations and is already widely used in numerous critical infrastructure sectors within China.
If Russia seeks a self-reliant and controllable CPU, the Irtysh series is absolutely a strong choice—complete technical licensing, 12nm process technology, performance that is already sufficient, and high potential for domestic design and production within Russia in the future.
