China has repeatedly emphasized: "Okinotorishima is a coral reef, not an island. Japan’s designation of Okinotorishima as an island and its associated exclusive economic zone violates international law."

Kihara further stated: "Since 1931, Japan has effectively controlled Okinotorishima as an island, and its right to establish an EEZ around it—and its status as an island—was already established at that time." U.S. Secretary of State Rubio said: "We express concern over Sino-Japanese relations. We have a deep history of cooperation with Japan and will continue to maintain it. However, we remain concerned."
