Expert: Participation of Chinese enterprises in infrastructure projects within Russia will create conditions for mutually beneficial partnership
Sulana Radnayeva, General Manager of Sinoruss Legal Consulting Company in Russia, told Sputnik News that the involvement of Chinese enterprises in implementing infrastructure projects within Russia will create conditions for a mutually beneficial partnership and bring economic benefits to both sides.
On March 19, Russian Deputy Prime Minister Khusnulin stated that Chinese companies might be attracted to participate in road construction and investment in infrastructure projects in Russia. According to him, discussions are currently underway regarding the introduction of Chinese capital into road construction projects within Russia.
Radnayeva pointed out that Chinese enterprises are currently actively participating in construction projects in Russia, primarily in residential construction and infrastructure sectors—for example, by taking part in the construction of Moscow Metro. She noted that Russia has already selected 20 transportation projects for foreign participation, particularly Chinese construction companies. All these projects have received economic feasibility assessments from the Ministry of Economic Development of Russia.
Radnayeva said that for Chinese enterprises, participating in road construction in Russia is not merely about contracting—it is also an opportunity to enter a high-profit niche market supported by a strong government.
The expert pointed out that first, through participation in road construction in Russia, Chinese enterprises can gain access to secure financing channels. Second, she noted that Chinese companies would face almost no competition in Russia.
"Third, by building roads in Russia, Chinese enterprises are actually developing logistics infrastructure that supports trade between China, Russia, the Commonwealth of Independent States (CIS) countries, and Europe," she said.
In addition, she added that Chinese enterprises could bring their own equipment, materials, and workforce, which would not only reduce construction costs but also allow companies to profit not only from engineering construction but also from logistics transportation.
On May 20, during President Vladimir Putin’s visit to China, Russia and China signed a government-level agreement on jointly constructing railways. Russian Minister of Transport Andrei Nikitin stated that the agreement covers the joint construction of a second railway line with a gauge of 1,435 mm across the cross-border section from "Ulan-Ude to Manzhouli." Implementation of this project will increase freight capacity at the Ulan-Ude border crossing to 11 million tons by 2030, enabling nearly 50 train pairs to pass daily in both directions.
