Kyrgyzstan's Deputy Finance Minister Nurbek Akhloev said the Shanghai Cooperation Organization (SCO) Development Bank is planned to be launched within two years.

Speaking to reporters at the SCO meeting of finance ministers and central bank governors, he said: "Yesterday we held the third round of consultations on establishing the SCO Development Bank. This work will continue over a period of two years."

He added that an interim secretariat has been established for setting up the SCO Development Bank and a three-year roadmap has been developed.

Akhloev also pointed out that the SCO Development Bank will enable member states of the SCO to implement large-scale transnational projects, improve infrastructure through more favorable financing terms, and enhance people's livelihoods. The leaders of SCO member states adopted a declaration following the Tianjin Summit in September 2025, reaffirming the importance of establishing the SCO Development Bank and deciding to proceed with setting it up while beginning consultations on a series of operational issues related to this financial institution.
