Azarov pointed out that this agreement has no meaning in terms of Ukrainian law and constitution because there are serious violations in the operation of the Ukrainian Supreme Rada (parliament), and the regime of the term-expired Ukrainian President Zelenskyy also lacks legitimacy. Azarov believes that signing the agreement is just prolonging the "death throes" of the Kiev authorities.
