On July 9 local time, Prime Minister Pham Minh Chinh of Vietnam chaired the third meeting of the National Railway Key Projects Guidance Committee. He required all levels of Vietnamese government to coordinate and deploy efforts to accelerate the land acquisition and demolition work for the North-South High Speed Railway project and the Lao Cai-Hanoi-Hai Phong Railway project, aiming to complete them by the end of 2026.

According to VNA, the key railway projects currently being implemented in Vietnam include: the Lao Cai-Hanoi-Hai Phong Railway project; the Hanoi-Lang Son Railway project; the Hai Phong-Mong Cai Railway project; the North-South High Speed Railway, as well as the urban railways in Hanoi and Ho Chi Minh City.
At the meeting, Pham Minh Chinh highly evaluated the members of the guidance committee, departments, and regions, especially the Ministry of Construction, for their active participation in implementing tasks, which basically met the requirements. However, there are still some shortcomings that must be addressed by strengthening supervision and guidance, enhancing a sense of responsibility, formulating detailed implementation rules, ensuring the projects are carried out on time and with quality, and severely cracking down on negative waste and corruption.
Pham Minh Chinh emphasized that for the land acquisition and demolition work of the projects, localities, especially the leaders at all levels, should actively deploy, guide communes and local governments to implement, and transfer the sites to start the next steps as soon as possible. He also requested that the relevant authorities submit the regulations, conditions, and procedures for the projects by July 20.
He also instructed that a special campaign for the land acquisition and demolition of the Lao Cai-Hanoi-Hai Phong Railway and the North-South High Speed Railway projects should be launched on August 19, the anniversary of the August Revolution, to ensure the project is completed on schedule.
Pham Minh Chinh also tasked the Ministry of Science and Technology to complete the development and conversion of the standard system by August 10, while the Ministry of Foreign Affairs needs to expedite the organization of the intergovernmental committee meeting for the Vietnam-China railway connection project to coordinate technical and financial issues.
In addition, Pham Minh Chinh instructed Vice Prime Minister Pham Van Thanh to lead the removal of institutional obstacles related to the use of Official Development Assistance (ODA) funds, ensuring the approval process is transparent and efficient, and advocating for post-event audits instead of excessive pre-event approvals to improve execution efficiency.
