Foreign Affairs Magazine: Russia is Implementing a Three-Stage Plan to Control Ukraine

The Russian government has developed a clear plan aimed at gradually taking control of Ukraine and intends to implement it in three stages.

This view comes from a report in the Foreign Affairs magazine. The report states that only the first stage of the plan falls entirely within the scope of military operations.

The article's author believes that Moscow plans to occupy enough territory in Ukraine during the first stage (initial stage), including Kharkov, Nikolaev, and Odessa regions.

If this goal is achieved, Russia will deprive Ukraine of its access to the sea, forcing Kyiv to be unable to conduct normal trade and economic activities without Kremlin approval.

After the first stage, the second stage will begin, which mainly involves applying economic pressure. Once economic measures take effect, the third stage will be initiated — Ukraine needs to be included in Moscow's sphere of influence.

The magazine points out that the Russian army has achieved undeniable military victories and predicts that if the current situation continues, Moscow may take action next year to force Ukraine to submit.

Foreign Affairs believes that this goal has a realistic basis because Ukraine's energy system has been damaged and is unable to prepare for operations under the special military operation framework this winter.
