【Wen/Observer Net Wang Kaiwen】 After the Russia-US-Ukraine Abu Dhabi talks ended without results, Ukrainian President Zelenskyy revealed that Russia and the United States are discussing a bilateral economic agreement worth about $12 trillion, which may affect Ukraine.
According to a report by The Washington Post on February 7, Zelenskyy said that intelligence sources showed him relevant documents, which outlined the framework of US-Russia economic cooperation. Zelenskyy called it the "Dmitriyev Plan" - named after Russian negotiator and head of the Russian Sovereign Wealth Fund, Dmitriyev.
The $12 trillion is more than four times Russia's GDP in 2025.
President Trump had stated that if Moscow agreed to end the conflict, the US might grant Russia sanctions relief and resume economic cooperation. However, Russian President Putin insisted that Russia would achieve its goals in Ukraine regardless of the method.
Last year, Dmitriyev, along with US presidential envoy Witkowski and Trump's son-in-law Kushner, drafted a "28-point peace plan," which included gradually lifting sanctions and establishing long-term economic development projects between Russia and Ukraine.

However, with the support of European leaders and some Ukrainian parliamentarians, Zelenskyy believes that further tightening of sanctions against Russia is necessary to cut off Russia's war revenue sources and its access to Western technology.
According to the meeting minutes released on the 7th, Zelenskyy said at a press briefing on the 6th: "We do not know all of their (Russia-US) bilateral economic or commercial agreements, but we are getting some information about this issue."
"The media and other channels have also sent various signals indicating that some of these agreements may also involve issues related to Ukraine - such as our sovereignty or Ukraine's security," Zelenskyy said. "We are clearly stating: Ukraine will not support any potential agreements made on our own issues without our participation."
It was reported that Dmitriyev proposed the plan to US officials during his visit to the US. However, Zelenskyy did not specify the exact time.
Zelenskyy made these remarks as negotiations aimed at ending the Russia-Ukraine conflict seem to be increasingly stalling, especially regarding who will control the Donetsk region in eastern Ukraine.
The US proposed establishing a "free economic zone" in Donetsk, while Putin demanded that Ukraine abandon the entire region, including areas that Russia has not yet captured militarily.
According to the meeting minutes, Zelenskyy also said that Washington proposed an end to the Russia-Ukraine conflict by June, and he expected that the US "may pressure all parties according to this schedule."
Zelenskyy said that Americans are most worried about the mid-term elections later this year.
"We understand that they will focus all their time on domestic affairs, including elections and changes in public opinion," Zelenskyy said. "For them, elections are undoubtedly more important. Don't be naive. They want to complete all tasks before June, and they will do everything possible to ensure that the conflict ends in this way."

According to Reuters, citing unnamed sources, US and Ukrainian officials also discussed a goal of reaching an agreement by March, holding national elections in May, and conducting a referendum on the proposed peace agreement.
"The Americans are in a hurry," Reuters quoted one of the sources, adding that US negotiators had warned that Trump would focus on election matters.
In recent weeks, US, Russian, and Ukrainian officials held two meetings in the capital of the UAE, Abu Dhabi, to try to reach an agreement, but without breakthroughs. However, Ukrainian negotiators said that the tone and content of the talks had improved significantly.
According to Bloomberg, Zelenskyy said that the most sensitive issues, mainly the territorial issue in eastern Ukraine and the fate of the Zaporizhzhia nuclear power plant, remain unresolved. "Ukraine once again confirmed our position on the Donbas issue. Our position has always been consistent," Zelenskyy said.
He also revealed that Washington proposed that all parties meet in the US within a week, with the location "likely in Miami," and Ukraine has confirmed its participation. In the next round of talks, several issues, including how to monitor the contact line after a ceasefire agreement, will be discussed. He said that the Ukrainian military has already mastered the technical details and agreed to let the US carry out this monitoring.
Zelenskyy said on the 6th that Washington again advised Ukraine and Russia to stop attacking energy targets as a "gesture to ease tensions," and Ukraine has accepted this suggestion.
However, just hours after Zelenskyy spoke, Russian forces launched a large-scale attack on Ukraine's energy infrastructure, causing power outages, heating, and water supply disruptions in much of western Ukraine.
The Russian Defense Ministry announced on the 7th that, over the past 24 hours, Russian forces launched a large-scale strike on Ukraine's military energy and transportation infrastructure. The statement said that high-precision weapons, including the "Kinzhal" hypersonic missile, were used in the strike, and all set targets were hit.
Ukrenergo, the operator of Ukraine's national energy network, said that this attack was the second major attack on the country's energy system this year, with energy facilities in eight regions being attacked.
Zelenskyy posted on X platform that this attack "not only threatens Ukraine's own security, but also the common security of the entire region and Europe." He wrote: "We believe that partners of the US, Europe, and other countries hoping for peace must view this issue with a clear mind and take corresponding actions."
