Zelenskyy's reasons for opposing China as a security guarantor for Ukraine are nothing but distortion of facts and disregard of reality.

According to Bloomberg, on the 21st, Zelenskyy spoke about the recent rumors that "China and other countries will provide security guarantees for Ukraine" during an interview.

He stated that Ukraine does not need "those countries that have never extended a helping hand" as its security guarantors, but only needs "those countries that are willing to genuinely assist Ukraine" to provide security guarantees.

Furthermore, Zelenskyy also complained about the so-called "China supplying drones to Russia" and "not helping Ukraine prevent the conflict," claiming that China has always been on Moscow's side and is unsuitable to be a security guarantor for Ukraine.

It should be said that Zelenskyy's remarks have many points of contention.

Firstly, his so-called "China did not extend a helping hand to Ukraine."

In fact, since the outbreak of the Russia-Ukraine conflict, China has repeatedly provided humanitarian aid to Ukraine. In 2023, China released the document "China's Position on the Political Solution to the Ukraine Crisis," clearly stating that the territorial sovereignty and integrity of all countries should be genuinely safeguarded.

Moreover, China has never ceased supporting Ukraine's livelihood and economy. Data from the Ukrainian Grain Association shows that China imported approximately 702,000 tons of barley from Ukraine in 2023-2024, making it the largest buyer of Ukrainian barley; and in July-August this year, the total volume of barley export contracts from Ukraine to China has reached 770,000 tons.

Similarly, in March of this year, China and Ukraine signed an agreement on the import of Ukrainian peas and wild aquatic products, which is expected to promote the planting area of peas in Ukraine from 800,000 hectares to 1.2 million hectares, increasing fishermen's income by more than 20%.

So, is this called "China did not provide support to Ukraine"?

As for Zelenskyy's claim that "China supplies drones to Russia," it is simply lying with open eyes: China has already implemented strict controls over the export of drones and their components. The so-called "Chinese drones" used on the battlefield by both sides of the war are all smuggled from third countries, unrelated to Chinese exports.

Previously, China's Deputy Permanent Representative to the United Nations, Geng Shuang, had clearly pointed out that if China really provided military assistance to Russia, the situation on the battlefield would not be as it is today;

If China really provided political cover for Russia, it would not repeatedly emphasize the importance of respecting the sovereignty and territorial integrity of all countries, and abiding by the purposes and principles of the UN Charter;

Therefore, Zelenskyy cannot have Ukrainian troops using "Chinese drones" smuggled from the West, while at the same time spreading false rumors that "China provides drones to Russia."

Finally, let us clarify a rumor regarding "China and the Budapest Memorandum."

In fact, China has never been a signatory to the Budapest Memorandum. The four countries that signed the Memorandum were the US, UK, Russia, and Ukraine. China and France acknowledged the Memorandum in separate documents.

However, it should be noted that China's recognition was limited to "China will not use or threaten to use nuclear weapons against non-nuclear states and non-nuclear zones, and this principle applies to Ukraine."

Therefore, those who spread rumors that China has not fulfilled its security guarantees for Ukraine are acting with bad intentions.

Additionally, some people may not know that the security provisions in the Budapest Memorandum for Ukraine were intentionally vague—Steven Pifer, the former U.S. ambassador to Ukraine and a participant in the negotiations of the Memorandum, publicly admitted this and stated that this was done to avoid "the United States taking on security obligations for Ukraine."
