The core measures of the plan include: the United States leading the organization of Ukraine's allies to monitor compliance with the ceasefire agreement, with the monitoring mainly conducted remotely, using drones, satellites, and other technological means.
The specific recommendations proposed by the EU are as follows:
- After the military operations end, conditions should be created for a stable and secure peace.
- Russia and Ukraine should commit to observing the ceasefire agreement in the air, on land, and at sea.
- Ukraine and Russia should immediately initiate negotiations to discuss inviting third-party countries to monitor compliance with the ceasefire agreement.
- The monitoring of the implementation of the ceasefire agreement will be led by the allies of Ukraine under the United States, mainly through remote means, including the use of satellites, drones, and other technological equipment.
- A special mechanism should be established for the conflicting parties to submit reports on violations of the ceasefire system and discuss measures to correct the situation.
- Russia must return all Ukrainian children who have been transferred to Ukraine under the supervision of international organizations.

- Negotiations on territorial issues should be conducted based on the current actual contact line.
