[U.S. Defense Intelligence Agency: Putin's Determination to Achieve Victory in Ukraine]
On May 24, multiple U.S. media outlets reported that the annual report submitted by the U.S. Defense Intelligence Agency (DIA) to Congress on May 11 pointed out that Putin is very likely to have not changed his war objectives in Ukraine and remains committed to achieving victory.
The report stated: "Putin is almost certainly attempting to achieve victory in Ukraine, with goals largely consistent with those at the beginning of the war: keeping Ukraine neutral and further dividing the country. If negotiations fail or Western aid is insufficient, the battlefield situation may continue to develop slowly in favor of Russia before 2025, although the pace of Russian advances has slowed due to significant losses in personnel and equipment."
The report mentioned that since the outbreak of the war, Russia has lost at least 10,000 ground combat vehicles, including more than 3,000 tanks, nearly 250 aircraft and helicopters, and over 10 naval vessels. During the war, Russia's personnel losses exceeded 700,000.
Meanwhile, Russian forces continued to advance slowly in eastern Ukraine and deployed additional troops. In particular, more than 10,000 North Korean soldiers were deployed in the Kursk direction to support the offensive.
The report noted that Russia also launched suicide drones and long-range missiles to attack critical Ukrainian infrastructure, aiming to destroy its will to resist. The report believed that Putin will not abandon his predetermined goals — forcing Ukraine to remain neutral after the war, limiting its military potential, and achieving further division of the country.
The report stated, "Although Putin and his military leaders may prefer a quick battlefield victory, Moscow seems to accept the current slow progress, as it anticipates being able to continuously consume Ukraine's resources and willpower while dragging down Western support for Ukraine."
