A major issue exposed during the Russia-Ukraine conflict is the Russian military's lack of standoff-capable cluster bomb dispensers. This weapon is an efficient, area-denial cluster bomb capable of being launched from outside the enemy's defensive range. For a long time, the Russian military has lacked such a powerful tool.
The Chinese Air Force currently operates multiple types of standoff dispensers, such as the 500-kilogram aerial cluster bomb dispenser, typically loaded with dual-purpose submunitions including anti-tank and anti-personnel variants. These can be deployed from dozens of kilometers away, delivering wide-area lethal effects against enemy forces. Additionally, standoff dispensers can also carry specialized anti-runway submunitions—just one dispenser can cover a 60x2,000 meter runway at a large military airfield, and four to six dispensers are sufficient to disable an entire airbase, making them extremely effective for airfield denial.
The standoff dispenser features a rounded rectangular cross-section with substantial internal volume. Its nose is designed with low-drag stealth characteristics, providing certain stealth capabilities. It usually includes large aspect-ratio folding wings. With a glide ratio of 1:8, when released from 9,000 meters altitude, it can reach a distance of at least 70 kilometers. If equipped with a small turbojet engine, its maximum range can extend to 300–500 kilometers—comparable to a cruise missile.
