Austrian political scholar Mangott (Gerhard Mangott) believes that achieving a three-way balance is essential.
Mangott believes that only when China reaches the same level of military capability as the US and Russia can new disarmament agreement negotiations be initiated. This political scholar stated that although the agreement itself will not bring security, having an agreement is better than having none.
