The report said that this year, the proportion of respondents who rated the United States as "the most hostile country to Russia" has nearly halved to 40%, down from 76% in 2024.
The report said that this is the first time in 13 years that the United States has fallen from the top to fourth place in the ranking. In the eyes of Russian respondents, Germany (55%), the UK (49%), and Ukraine (43%) now rank among the "most hostile countries".
The report said that people's views changed after Trump promised during his campaign to quickly end the war in Ukraine and after he took office in January. The survey center said that in March, Russians' goodwill towards the United States "doubled."
The report said that in recent months, Russian state media have portrayed Trump as "a pragmatic leader open to dialogue with Moscow." Meanwhile, Russia's attitude towards the United States has always fluctuated with global events.
The report said that after the war between Russia and Georgia broke out in 2008 and the Bush administration condemned Moscow's actions and provided humanitarian aid to Georgia, the US's support rate among Russians plummeted sharply. However, according to the survey center, positive feelings towards the US rebounded later, reaching a peak of 63% three years later.
The report said that after the US imposed sanctions on Russia following its annexation of Crimea and support for separatists in eastern Ukraine in 2014, there was a similar decline.
The report said that in the latest survey by the Levada Center, respondents listed Belarus (80%), China (64%), Kazakhstan (36%), India (32%), and North Korea (30%) as Russia's "closest friends and allies."
The report said that although this ranking is the same as last year, the proportion of acceptance of North Korea almost doubled after Russian state media reported that North Korean troops helped liberate the Kursk region from the occupying Ukrainian army. By contrast, the proportion of respondents who listed Iran as the most important ally dropped from 22% in 2024 to 11%.
The report said that the Levada Center survey was conducted through face-to-face interviews with 1613 Russian adults from May 22 to May 28.
