NVIDIA's CEO Huang Renxun recently revealed that the company is considering exporting a reduced version of its new artificial intelligence chips to China. On August 28 local time, Huang Renxun was interviewed by the Fox Business Channel program "Kraemer Countdown," where he stated that NVIDIA has started discussing with the U.S. government about selling chips in China.

When asked about the negotiations regarding the export of Blackwell chips, Huang Renxun said, "I think the dialogue will take some time, but President Trump understands that enabling countries around the world to build artificial intelligence on the U.S. technology stack helps the United States win the AI race. He hopes that U.S. technology spreads globally so that the entire world is built on U.S. standards, just like the dollar is the global standard."

Earlier this month, U.S. President Trump said he might allow NVIDIA to sell a reduced version of the Blackwell architecture chips in China, with performance 30% to 50% lower than the regular version.

NVIDIA has reached an agreement with Trump to obtain permission for the export of H20 chips to China, on the condition that it pays 15% of its sales in China to the U.S. government. The H20 is a "downgraded" AI chip designed specifically for the Chinese market in compliance with U.S. export controls. Its performance is only 15%-30% of the flagship product H100, based on NVIDIA's older Hopper architecture.

Fox Business Channel pointed out that NVIDIA's second-quarter financial report showed that the company has not yet sold any H20 products to Chinese customers. In the interview, Huang Renxun admitted that there are currently no new orders for H20, "We haven't seen any orders yet, but we hope to receive them. H20 is still a very great product. Its cost-effectiveness, cost-benefit ratio, and inference performance are all excellent."

Regarding whether the sale of Blackwell chips in China would also require paying 15% of revenue, Huang Renxun said he was willing to accept it, "We are willing to do anything necessary to sell in China." He estimated that the Chinese AI market is worth $50 billion for NVIDIA, "I hope we can go back and solve a large part of this $50 billion."

Huang Renxun emphasized, "The more we sell, the better it is for the United States. President Trump understands this... China has more and more choices, and their local companies are very competitive. This is a country with extraordinary technology and strong productivity, and many companies have home-field advantage.
