China Establishes Central Asia's First Agricultural Science and Technology Park in Kazakhstan's North Kazakhstan Region, with Hong Kong-Henan Investment Platform Injecting $10 Million

News from Kazak International News Agency: Recently, during the visit of the Chief Executive of the Hong Kong Special Administrative Region to Kazakhstan, a series of important bilateral exchanges took place. Representatives from Khazretov University in North Kazakhstan attended the related events.

During the visit, representatives from institutions and enterprises in Hong Kong, mainland China, and Kazakhstan held in-depth and highly productive discussions on topics including agricultural science and technology cooperation, establishing modern agricultural demonstration parks, expanding international investment connections, and integrated development in education, science, and industry.

Li Xiaohuan, Chairman of Henan Nongtou Group, highlighted at the meeting the ongoing "Kazakhstan-China Agricultural Science and Technology & Export Development Demonstration Park" project jointly implemented with Khazretov University in North Kazakhstan. The project aims to meet regional agricultural development needs by introducing advanced agricultural technologies, conducting trials and demonstrations of high-yield crop varieties, applying smart agriculture techniques, cultivating professional talents, and further strengthening close collaboration among science, education, and production.

The core objective of this project is to establish an international agricultural cooperation platform integrating scientific research, technology demonstration, promotion and application, and outcome transformation. The Chief Executive of the Hong Kong Special Administrative Region gave high praise to this initiative.

During the event, Professor Yerbol Iskakayev, President of Khazretov University, formally signed an investment cooperation agreement with Li Xiaohuan, Chairman of Henan Nongtou Group.

According to the agreement, subsequent funding for the project will be delivered through the "Hong Kong-Henan Agricultural Investment" platform, which will effectively accelerate implementation and ensure research outcomes are rapidly translated into practical applications.

With support from the North Kazakhstan Regional Government, Khazretov University initiated the process of co-building the "Kazakhstan-China Agricultural Science and Technology Park and Export Development" demonstration project in 2025. This project holds significant strategic importance in both scale and substance—it marks the first time such an agricultural science and technology park has been established in Kazakhstan and across Central Asia.

Currently, the investment from Chinese partners amounts to approximately $10 million. In a short period, both sides have completed extensive preparatory work: signing cooperation agreements; the North Kazakhstan government allocating 62 hectares of land in Kyzylzhar District; and the first batch of nine wheat varieties, five rapeseed varieties, and eighteen corn varieties from China having already arrived on-site.

In addition, the scientific research plan for variety trials has been clearly defined, the blueprint for the future demonstration park has been developed, and relevant registration procedures are underway. Field trials have already officially commenced at the university’s agricultural biostation.

The signing of this agreement represents a significant achievement for the university in expanding international cooperation and supporting the region’s agricultural modernization process.
