Recently, India has announced a series of anti-dumping and countervailing (double) investigations on more than 20 products from China, including aluminum foil, stainless steel products, chemicals, mobile phone cases, wallpapers, etc.

India has made final rulings on the anti-dumping and countervailing measures for virgin multi-layer paperboard, cranes, chemicals, etc., and imposed high anti-dumping and countervailing duties.

One, Virgin Multi-layer Paperboard

On September 29, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for virgin multi-layer paperboard (Virgin Multi-layer Paperboard) originating from or imported from China and Chile, recommending that anti-dumping duties be imposed on the products from these countries for a period of 5 years, as follows:

The anti-dumping duties for the Chinese involved manufacturers, Ningbo Asia Pulp & Paper Co., Ltd., Guangxi Jingui Pulp & Paper Co., Ltd., Ningbo Asia Unpolluted Paper Products Co., Ltd., Shandong Bohui Paper Industry Co., Ltd., and Jiangsu Bohui Paper Industry Co., Ltd. are 152.27 USD per ton, while the anti-dumping duty for other Chinese manufacturers is 221.36 USD per ton.

The involved products are multi-layer paperboard made from white/ virgin wood pulp, whether coated or uncoated, including folding box board (FBB), solid bleached sulfate board (SBS), cup paper or cardboard, and liquid packaging paperboard with GSM between 140 and 450.

This case involves products under the Indian customs codes 4805 and 4810.

Two, Certain Organophosphonates

On September 29, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to applications submitted by Indian domestic companies Aquapharm Chemical Limited and Excel Industries Limited, an anti-dumping investigation was initiated against certain organophosphonates (Certain Organophosphonates - Phosphonic Acids viz., HEDP acid, ATMP acid and DTPMPA acid in all their physical form and concentrations) originating from or imported from China.

The Indian customs code for the involved products is 29182910, 29221990, 29314990, 29315900, 2931 9019, 29319090, 29420090, 38099200, and 38249900.

Three, 4-Aminodiphenylamine

On September 29, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian domestic company NOCIL Limited, an anti-dumping investigation was initiated against 4-aminodiphenylamine [4-Aminodiphenylamine (4-ADPA)] originating from or imported from China and the European Union.

The Indian customs code for the involved products is 29214410 and 29215190.

Four, Aluminium Foil

On September 29, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to applications submitted by Indian domestic companies Raviraj Foils Ltd., LSKB Aluminium Foils Pvt. Ltd., Hindalco Industries Ltd., Shyam Sel and Power Ltd., Shree Venkateshwara Electrocast Pvt. Ltd., and SRF Altech Ltd., an anti-subsidy investigation was initiated against aluminium foil (Aluminium Foil 80 Micron and Below) originating from or imported from China with a thickness less than or equal to 80 microns.

The Indian customs code for the involved products is 76071190, 76072090, 76072010, 76071110, 76071999, 76071991, 76071995, 76071910, 76071994, 76071993, and 76071992.

Five, Cold Rolled Flat products of Stainless Steel 300 and 400 series

On September 29, 2020, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian domestic industry association Indian Stainless Steel Development Association (ISSDA), an anti-dumping investigation was initiated against cold rolled flat products of 300 and 400 series stainless steel originating from or imported from China, Indonesia, and Vietnam.

The Indian customs code for the involved products is 721990, 721911, 721912, 721913, 721914, 721921, 721922, 721923, 721924, 721931, 721932, 721933, 721934, 721935, 721990, 722011, 722012, 722020, and 722090.

Six, Mobile Covers

On September 29, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian domestic industry association All India Mobile Covers Manufacturers Association, an anti-dumping investigation was initiated against mobile covers (Mobile Covers) originating from or imported from China.

The Indian customs code for the involved products is 392690, 392610, 392640, 392620, 851779, 851769, and 851770.

Seven, Wallpapers

On September 27, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian company Eximus Wallpapers Private Limited, an anti-dumping investigation was initiated against wallpapers (Wallpapers) originating from or imported from China.

The involved products are PVC wallpapers and non-woven wallpapers, involving products under the Indian customs codes 48142000 and 48149000. This investigation does not include digital customized wallpapers (Digital Customized Wallpapers), natural wallpapers (Natural Wallpapers), and fabric-backed wallpapers (Fabric-backed Wallpapers).

Eight, Belting Fabric made of 80% or more of polyester or nylon

On September 27, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian company SRF Limited, an anti-dumping investigation was initiated against belting fabric made of 80% or more of polyester or nylon (Belting Fabric made of 80% or more of polyester or nylon).

The involved products are also known as rubberized textile fabrics (RTF) or conveyor belt fabrics (CBF), involving products under the Indian customs code 59069990. This investigation does not include lining fabrics (Chafer fabric).

Nine, Bis (2,2,6,6-Tetramethyl-4-piperidyl) Sebacate

On September 27, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian companies Clean Science and Technology Limited and Clean Fino-Chem Limited, an anti-dumping investigation was initiated against Bis (2,2,6,6-Tetramethyl-4-piperidyl) Sebacate (UV770/ HALS 770) [Bis (2,2,6,6-Tetramethyl-4-piperidyl) Sebacate (UV770/ HALS 770)] originating from or imported from China and the EU.

The Indian customs code for the involved products is 29333990 and 38123990.

Ten, Black Toner Powder Cartridge

On September 26, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for black toner powder cartridges (Black Toner Powder Cartridge) originating from or imported from China, recommending that anti-dumping duties be imposed on the Chinese involved products for a period of 5 years, with tax rates ranging from 0.65 to 1.28 USD per unit, and details of the tax can be found in the attached table.

The involved products include all sizes and forms of black toner cartridges, empty toner cartridges, and toner cartridges with or without memory chips, involving products under the Indian customs codes 84439959 and 84439952. Color laser toner cartridges, MICR toner cartridges (special toner for printing checks), inkjet liquid toner cartridges, imported black toner cartridges used by original equipment manufacturers of printing devices, and drum component toner cartridges are not included in the involved products.

Eleven, Copolymer Polyol of hydroxyl value >=23.5

On September 26, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for copolymer polyols of hydroxyl value >=23.5 (Copolymer Polyol of hydroxyl value >=23.5) originating from or imported from China, recommending that anti-dumping duties be imposed on the Chinese involved products for a period of 5 years, with tax rates ranging from 173 to 285 USD per ton, and details of the tax can be found in the attached table.

This case involves products under the Indian customs code 3907. Polyols with hydroxyl values >=23.5 are not included in the involved products.

Twelve, 1,1,1,2-Tetrafluoroethane or R-134a

On September 26, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for 1,1,1,2-Tetrafluoroethane or R-134a (1,1,1,2-Tetrafluoroethane or R-134a) originating from or imported from China, recommending that anti-dumping duties be imposed on the Chinese involved products for a period of 5 years, with tax rates being the difference between the landed value of the imported goods (provided it is below the minimum price) and the minimum price, with the minimum price ranging from 4423 to 5251 USD per ton, and details of the tax can be found in the attached table.

Thirteen, Printed Circuit Board Tools

On September 26, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian company Ind-Sphinx Precision Limited, an anti-dumping investigation was initiated against printed circuit board tools (Printed Circuit Board Tools).

The involved products are PCB drills and end mills with standard shank diameters of 3.175 mm, involving products under the Indian customs codes 82075000, 82077090, and 82079090.

Fourteen, Acrylonitrile Butadiene Rubber(NBR)

On September 25, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for acrylonitrile butadiene rubber (Acrylonitrile Butadiene Rubber (NBR)) originating from or imported from China, the EU, South Korea, and Russia, recommending that anti-dumping duties be imposed on the involved products for a period of 5 years, as follows: China at 291 USD per ton, the EU at 0-205 USD per ton, where the involved manufacturer ARLANX EO Emulsion Rubber France S.A.S. is 0, and other EU manufacturers are 205 USD per ton; South Korea at 0-420 USD per ton, where the involved manufacturer Kumho Petrochemical Co.Ltd. is 0, and other South Korean manufacturers are 420 USD per ton; Russia at 0-606 USD per ton, where the manufacturer PJSC SIBUR Holding is 0, and other Russian manufacturers are 606 USD per ton.

The involved products are block acrylonitrile butadiene rubber with acrylonitrile content between 25% and 42%, excluding carboxylated NBR, hydrogenated NBR, powder NBR, liquid NBR, oil extended NBR, NBR latex, NBR with acrylonitrile content below 25%, NBR with acrylonitrile content above 42%, and NVC NBR.

This case involves products under the Indian customs code 40025900.

Fifteen, Resorcinol

On September 24, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for resorcinol (Resorcinol) originating from or imported from China and Japan, recommending that anti-dumping duties be imposed on the involved products from these countries for a period of 5 years, with the tax being the difference between the landed value of the imported goods (provided it is below the minimum price) and the minimum price, as follows:

The minimum price for the involved Chinese manufacturer Zhejiang Hongsheng Chemical Co., Ltd. and other Chinese manufacturers is 6244 USD per ton, while the minimum price for the involved Japanese manufacturer Sumitomo Chemical Co., Ltd. and other Japanese manufacturers is also 6244 USD per ton.

This case involves products under the Indian customs code 29072100.

Sixteen, Certain Antioxidants

On September 23, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for certain antioxidants (Certain Antioxidants) originating from or imported from China and Singapore, recommending that anti-dumping duties be imposed on the involved products from these countries for a period of 5 years, as follows:

The anti-dumping duty for the involved Chinese manufacturers is 0-761 USD per ton, where the manufacturers Tianjin Rianlon New Materials Co., Ltd., Rianlon (ZhongWei) New Material Co., Ltd., and Rianlon (ZhuHai) New Material Co., Ltd. have anti-dumping duties of 0, BASF Chemicals Company Limited has an anti-dumping duty of 280 USD per ton, and other Chinese manufacturers have an anti-dumping duty of 761 USD per ton; the anti-dumping duty for the involved Singaporean manufacturers is 562-868 USD per ton, where BASF South East Asia Pte Ltd. has an anti-dumping duty of 562 USD per ton, and other Singaporean manufacturers have an anti-dumping duty of 868 USD per ton.

This case involves products under the Indian customs codes 29054290, 29071990, 29072990, 29181990, 29182910, 29182990, 29183090, 29189990, 29202100, 29202910, 29202930, 29202990, 29209000, 29242990, 29309099, 29336990, 38112900, 38119000, 38123910, and 38123990.

Seventeen, HFC-125

On September 24, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian companies SRF Limited and Gujarat Fluorochemicals Limited, an anti-dumping investigation was initiated against HFC-125 (Hydrofluorocarbon (HFC) Component R-125) [HFC-125] originating from or imported from China.

The Indian customs code for the involved products is 29033919, 29034200, 29034400 (before March 2022), and 38276300 (after March 2022).

Eighteen, Ethambutol Hydrochloride

On September 23, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian company Lupin Limited, an anti-dumping investigation was initiated against ethambutol hydrochloride (Ethambutol Hydrochloride) originating from or imported from China and Thailand.

The Indian customs code for the involved products is 29051490.

Nineteen, Copper Data Cables

On September 18, 2025, the Indian Ministry of Commerce and Industry issued a notice, stating that in response to an application submitted by the Indian companies Birla Cable Limited and Sterlite Technologies Limited, an anti-dumping investigation was initiated against copper data cables (Copper Data Cables) originating from or imported from China.

The Indian customs code for the involved products is 854449.

Twenty, Cold Rolled Non-Oriented Electrical Steel (CRNO)

On September 19, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for cold rolled non-oriented electrical steel (Cold Rolled Non-Oriented Electrical Steel (CRNO)) originating from or imported from China, recommending that anti-dumping duties be imposed on the Chinese involved products for a period of 5 years, with tax rates as follows:

The tax rate for the involved manufacturers Wuhan Iron & Steel Co., Ltd., Baosteel Zhanjiang Iron & Steel Co., Ltd., and Baoshan Iron & Steel Co., Ltd. is 223.82 USD per ton, while the tax rate for other Chinese manufacturers is 414.92 USD per ton.

The involved products include cold rolled silicon steel flat materials, whether rolled or not, regardless of width and thickness. They involve products under the Indian customs codes 7210, 7225, and 7226. Cold rolled full hard silicon electrical steel (CRFH) used in the production of cold rolled non-oriented electrical steel (CRNO) is not subject to the anti-dumping measures in this case.

Twenty-one, Certain Cranes

On September 19, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for certain cranes (Certain Cranes) originating from or imported from China, recommending that anti-dumping duties be imposed on the Chinese involved products based on the cost, insurance, and freight (CIF) price for a period of 5 years, with the tax rate for the involved manufacturers Zoomlion Heavy Industry Science and Technology Co. Ltd. and Hunan Zoomlion Crawler Crane Co., Ltd. being 24.87%, and the tax rate for other Chinese manufacturers being 52.03%.

The involved products are as follows: 1. Crawler cranes with lifting capacity of 40 to 260 tons, whether fully assembled, semi-assembled, or disassembled. 2. Truck cranes with lifting capacity of 25 to 160 tons, whether fully assembled, semi-assembled, or disassembled. This case involves products under the Indian customs code 8426.

Twenty-two, Polytetrafluoroethylene (PTFE)

On September 19, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for polytetrafluoroethylene (Polytetrafluoroethylene (PTFE)) originating from or imported from China and Russia, recommending that anti-dumping duties be imposed on the products from these countries for a period of 5 years, with tax rates as follows: China at 0-5,933.70 USD per ton, and Russia at 4,578.80 USD per ton, with details of the tax available in the attached table.

On September 8, 2025, the Indian Ministry of Commerce and Industry issued a notice, making a final determination on the anti-dumping measures for glass fibre and articles thereof (Glass Fibre and articles thereof) originating from or imported from China, Bahrain, and Thailand, recommending that anti-dumping duties be imposed on the products from these countries for a period of 5 years, with tax rates as follows: China at 194-295 USD per ton, Bahrain at 238-254 USD per ton, and Thailand at 202-394 USD per ton, with details of the tax available in the attached table.
