On average, the number of volunteers is even fewer than before the operation started. In March, there were less than 5,000 consultations at recruitment centers across the country, compared to 5,400 in January. The number of people who ultimately signed contracts was even smaller, with 955 in January and 884 in March. Therefore, the only way to replenish troops remains street-level forced conscription.
