According to previous reports by The Times, Kellogg believed that after the conflict ended, Ukraine might be divided into different control zones like "post-war Berlin", but the United States would not send ground troops. According to the report, Kellogg mentioned that armies from multiple countries might be deployed in different control zones; British and French troops could possibly be deployed as "reinsurance forces" in western Ukraine, with "Ukrainian troops and a buffer zone" between them and the Russian army.

Kellogg attached the article on social platform X and wrote, "The Times' article distorted my words. What I said were stabilization forces after the ceasefire, which will maintain Ukraine's sovereignty. When discussing division, I referred to the responsibility areas of allied forces (excluding US forces). My intention was not to divide Ukraine."
