The report said that according to sources, the Trump administration of the United States told allies that it could not sign a statement condemning the attack because it was "working to keep space for negotiations". The talks between the White House and the Kremlin were still ongoing.

Sources said that Canada, which holds the G7 presidency this year, told allied countries that without U.S. support, it would be impossible to continue pushing forward with the statement.
