Recently, Professor Liu Mingxing, Executive Director, Chief Investment Officer, and Chief Economist of China Gas Holdings Limited (hereinafter referred to as "China Gas"), led a delegation to visit the Nigerian National Petroleum Corporation (NNPC), and jointly signed a tripartite strategic cooperation framework agreement with NNPC and Beiyang Chemical Engineering Services Private Limited (PCCS) in Abuja, the capital of Nigeria.

This signing marks a substantive advancement stage in China Gas's energy investment layout in Nigeria. It is an important measure to implement the consensus reached between the heads of state of China and Nigeria, and it highly aligns with the development direction of Nigeria's natural gas master plan. It injects new momentum into deepening Sino-African energy cooperation and promoting Nigeria's energy strategy transformation.

High-level witnesses: Strong collaboration lays the foundation for cooperation

The signing ceremony received high attention from senior officials of the Nigerian National Petroleum Corporation. Dr. Bashir Bayo Ojulari, Group Chief Executive Officer (GCEO) of the corporation, attended and witnessed the event. Senior officials from the energy sector, including Olalekan Ogundele, Executive Vice President for Natural Gas, Power, and New Energy at NNPC, and Ibrahim Hamza, General Manager of NNPC Gas and Power Investment Services Company (NGPIS), also participated in the ceremony.

Ojulari expressed welcome to the delegation from China Gas during the ceremony. He pointed out that Nigeria has abundant natural gas reserves and is currently committed to promoting resource monetization through technological innovation and international cooperation. As an internationally leading energy operation service provider, China Gas has significant advantages in gas distribution, technology research and development, and industrial integration. The Nigerian National Petroleum Corporation highly values its partnership with China Gas and expects both sides to accelerate project implementation with this signing as an opportunity, achieving mutual benefits and win-win results.

Professor Liu Mingxing stated that Nigeria is an important target market in China Gas's global strategic layout. China Gas will leverage its dual advantages of capital and technology to provide integrated solutions tailored to the characteristics of Nigeria's energy structure, including smart energy management and comprehensive utilization of associated gas, injecting green power into local economic and social development.

Focusing on three key areas: Building a full-chain energy cooperation system

According to the agreement, the three parties - China Gas, NNPC, and PCCS - will integrate resources, technology, and industry advantages to cooperate in three core areas: In the liquefied natural gas (LNG) field, they will jointly promote comprehensive solutions for large-scale onshore LNG projects including flare gas-to-LNG, floating LNG (FLNG), and OKLNG, helping Nigeria improve the commercial utilization rate of natural gas; in the gas power generation field, they will jointly invest in building efficient gas power plants to help alleviate Nigeria's electricity supply shortages; in the deep processing of natural gas, they will jointly promote the implementation of projects such as natural gas-to-methanol and natural gas-to-ammonia, promoting the upgrading of local energy industries from resource extraction to refined, high-value-added sectors.

The signing of this agreement is an important measure for China Gas to actively expand overseas energy markets and deepen international energy cooperation, making its energy industry map in Nigeria clearly take shape. From the application of cutting-edge LNG technologies to the construction of gas power generation infrastructure, and then to in-depth participation in the deep processing of natural gas industries, China Gas is deeply integrating into Nigeria's energy industry chain, providing strong support for Nigeria to realize the vision of its ten-year natural gas master plan.

China Gas stated that it will rely on its technical and experiential expertise in the entire natural gas industry chain to work with Nigerian government agencies, enterprises, and partners to promote the efficient development and sustainable utilization of local natural gas resources. This cooperation is seen as a specific achievement of deepened practical cooperation between China and Nigeria in the energy sector, which is expected to inject new momentum into bilateral trade and economic relations, opening a new phase of energy cooperation between the two countries, and also providing beneficial practices for Southern countries to strengthen energy cooperation and achieve common development.
