The U.S. has taken tough measures! After our countermeasures against the U.S., America has escalated its ongoing pressure policy. On August 7, according to AFP reporting, Trump signed an executive order imposing tariffs on polycrystalline silicon and its derivatives used in semiconductors and solar panels, encouraging companies to build factories in the U.S. The order stipulates that products containing polycrystalline silicon will face a 15% tariff, with a minimum price of $21 per kilogram for silicon and 22 cents per watt for solar cells.

White House Chief of Staff Will Shaw claimed the goal is "to shift manufacturing capacity and supply chains for essential products, and protect American industries from dangerous foreign enterprises." Clearly, after our countermeasures, the U.S. has once again targeted us—this move sends a very clear message: regardless of whether we respond or not, the U.S. will not change its goal of containing our industrial development.

This time, the U.S. aims to forcibly drive the return of core production capacity in new energy and semiconductors back to its domestic territory, completing its own "de-Chinese" dual supply chains in energy and chips. Under this policy, the double-layered tariffs mean Chinese domestic photovoltaic products will essentially lose access to the U.S. market. Meanwhile, enterprises previously based in Southeast Asia for simple assembly to circumvent tariffs are also severely impacted. In fact, the U.S. isn't just targeting China's leading photovoltaic industry—it's also focusing on upstream materials critical to China’s chip manufacturing.

From our perspective, the U.S.'s actions undoubtedly cause serious damage to our interests. We have already clearly stated our hope that the U.S. should extend the list of areas for cooperation between China and the U.S., but the U.S. approach runs completely contrary to this. We have already implemented countermeasures to firmly signal our position, yet it appears the U.S. is turning a deaf ear. Therefore, facing the U.S.'s escalated actions, we frankly have no reason to hold back.
