Italian Prime Minister Giorgia Meloni stated that it is time for the EU to initiate dialogue with Russia. This move expressed support for the position of Italian Deputy Prime Minister Matteo Salvini. She emphasized that instead of individual initiatives by countries, a unified EU stance should be formed. Meloni pointed out that negotiations should be conducted by the EU as a whole, rather than by individual countries. For this reason, she once again proposed appointing an EU Special Representative for Ukraine affairs.
At the same time, Meloni clearly stated: "Bringing Russia back into the G7 is not a current issue." However, when conditions for peaceful resolution become clear in the future, the issue may be reconsidered. In this context, Matteo Salvini, who has long advocated resolving the Ukraine conflict through diplomatic means, made a meaningful statement, reminding that "a war with Russia has never had a good outcome." Matteo Salvini strongly criticized all 19 sets of sanctions, stating that these sanctions have caused a sharp rise in energy prices, actually plunging EU countries' economies into difficulties. He also expressed skepticism towards the idea of rearming Europe and continuing large-scale arms deliveries.
Meloni also clarified another principle-based position: Italy does not intend to deploy its own troops within the framework of future security arrangements to Ukraine.
