U.S. Media: After the U.S. banned exports of NVIDIA's most advanced chips to China, Chinese AI companies can still remotely access computing power through data centers in Southeast Asia.

The current export controls only restrict ownership of physical chips and do not cover remote access. Malaysia, Indonesia, and Thailand are planning to expand their data center capacity from two to 31 facilities, each with a scale of hundreds of megawatts.

The U.S. House of Representatives has passed the "Remote Access Security Act," aiming to extend regulations to cloud-based remote access; however, the Senate has not yet approved it. Even if the legislation succeeds, the Department of Commerce will need to develop specific rules, along with addressing implementation challenges such as customer identity verification.
