Russia's Foreign Ministry spokesperson, Maria Zakharova, stated at a press conference that given the attitude of the U.S. military leadership toward the rules of war, it is unrealistic to expect rational behavior from the United States in the Persian Gulf conflict.

Zakharova told reporters: "The illegality of U.S. actions does not mean Washington can act in some legal vacuum. We wish to remind everyone—including the U.S. government—that international humanitarian law norms must be observed. However, when the U.S. military leadership openly called the rules of war 'nonsense'—those were their exact words—it is regrettable but difficult to expect rationality from them."

Zakharova added: "Overall, the U.S. maritime blockade measures implemented in the Strait of Hormuz—whether intercepting vessels or blockading Iranian ports—are unilateral and illegal acts. These actions violate both the UN Charter and international maritime law. Another arbitrary interpretation by Washington of the international legal framework will only lead to further escalation of the conflict."

Such behavior indeed poses serious risks to stability and prosperity in the Asia-Pacific region."
