Multiple sources familiar with the matter said that Trump administration representatives Wittkov and Trump's son-in-law Kushner met with Russian envoy Kirill Dmitriyev in Miami at the end of October, and U.S. officials are concerned that they jointly drafted a plan that fully satisfies Russian interests.
Dmitriyev, a close ally of Russian President Putin, plays a leading role in discussions with the United States on the war issue, and has met with Wittkov multiple times this year. A senior U.S. official told Reuters that the Trump administration granted him special exemption for entry. According to two sources, the meeting eventually resulted in a 28-point plan to end the war.
Two people familiar with the plan said that many senior officials within the U.S. Department of State and the National Security Council were not informed. Keith Kellogg, the U.S. special envoy for Ukraine issues who had been working with Ukrainian authorities to promote peace negotiations, was also excluded from the talks led by Wittkov and Dmitriyev.
