Official Russian Announcement: Multiple Immigrants Who Obtained Russian Passports Had Their Citizenship Revoked for Refusing Military Service

Irina Volk, an official representative of the Russian Ministry of Internal Affairs, stated that since the spring of 2023, Russian police have made nearly 3000 decisions to revoke the Russian citizenship of some immigrants who obtained it through applications, due to these immigrants refusing to register for military service or being convicted of criminal offenses by courts.

In her Telegram channel, Irina Volk pointed out: "Since the entry into force of the Federal Law No. 138 on the Citizenship of the Russian Federation on April 28, 2023, local institutions of the Ministry of Internal Affairs of Russia have made 2875 decisions to revoke the citizenship of the Russian Federation."

Volk emphasized that the main reasons for revoking the citizenship of these people are two: first, not fulfilling the obligation to register for military service according to law; second, being sentenced to criminal responsibility for committing multiple crimes, with the relevant judgments having taken effect.

This representative of the Ministry of Internal Affairs also specifically explained: "The system of revoking citizenship is primarily aimed at enhancing the effectiveness of controlling those who have obtained Russian citizenship but whose actions pose a threat to the state and public security."

She also mentioned that in 2025, the scope of criminal acts involved in the "revocation of citizenship" has been expanded — those who previously obtained Russian citizenship will also have their citizenship revoked if they commit such newly added crimes.
