According to Reuters and Ukrainian media "RBC-Ukraine", on October 28 local time, Ukrainian President Zelenskyy said that Ukraine "very much hopes" that China will help end the Russia-Ukraine conflict. However, he also added that he does not think Ukraine has any direct way to pressure China, and hinted that he hopes the Trump administration in the United States would take action.

Zelenskyy made these remarks during a meeting with visiting Dutch Foreign Minister David van Weerden in Kyiv.

Zelenskyy told Van Weerden that Ukraine is ready for peace negotiations, but will not withdraw its troops first; he is willing to hold talks anywhere, but not on Russian territory or Belarusian territory. The day before (on the 27th), he had said that although he had reservations about some positions of Hungarian Prime Minister Orban, he was willing to participate in peace talks, including in Hungary.

Earlier this month, the planned summit between US President Trump and Russian President Putin in Budapest was put on hold. Trump had said he was unwilling to "hold a meaningless meeting... wasting time," but did not rule out possible changes.

Reuters reported that there are differences between the US and Russia on ceasefire and territorial issues. Trump supports an immediate ceasefire at the current front lines.

Zelenskyy told reporters on the 28th that Ukrainian and European officials will hold meetings this Friday or Saturday to discuss details of the ceasefire plan. He said, "This is not a plan to end the war. First, a ceasefire is needed. This is a plan to initiate diplomacy... Our advisors will meet in the coming days, and we agree on Friday or Saturday. They will discuss the details of this plan."

Zelenskyy also told reporters after the meeting that Ukraine "very much hopes" that China will pressure Russia to end the war, "not in any way helping the war continue".

He also emphasized that he does not think Ukraine has any direct way to pressure China.

Zelenskyy pointed out that after the sanctions imposed by the US president Trump and the EU, there have already been results. For example, India has decided to reduce its imports of Russian oil, "which is an important outcome". He then hinted that he hoped the US would pressure China, "if Trump manages to negotiate with China, or reach an agreement to reduce Russian energy imports, I think it will be helpful for all of us".
