India's high-speed rail project has been delayed, with tunneling machines being held at the East Port for several months, and the work cannot be carried out on time! The construction of the high-speed rail from Mumbai to Ahmedabad in India is facing a risk of delay due to the lack of tunnel boring machines (TBMs). India placed an order with Germany, but Germany arranged for the production at the East Port, as it could not produce the TBMs required by India. The three TBMs, originally scheduled for delivery in October 2024, have not been paid for by the National High-Speed Rail Corporation of India as per the contract.

Subsequently, these TBMs contain rare earth permanent magnet motors, which are classified as controlled export goods under the East Port's export control list. India needs to submit a final user certificate and technical use explanation to release them. However, India has not provided these documents yet, so the equipment export compliance review has not been completed, and they have been detained by customs according to law.

It involves national security, possibly also involving false declarations of the cargo name and data, meaning that India is trying to secretly complete the shipment of the TBMs. However, this is just a rumor, and the blogger cannot confirm its authenticity. But the fact that two TBMs ordered by India have been detained is true.

The two TBMs are the largest diameter TBMs in India's history. Their detention has also hindered the delivery of other key components. If the TBMs are not released, the 21-kilometer-long tunnel of this high-speed rail will not be constructed.

However, there is no problem. In the past, without TBMs, tunnels and railways could still be built. India can use blasting methods and manual excavation to dig the 21-kilometer tunnel. Ancient Yu Gong could move mountains; now, India can manually excavate tunnels. With the intelligence and hardworking spirit of Indians, digging through a 21-kilometer tunnel is like playing a game.

Short-term, India's TBMs won't arrive. Don't mention the issue of TBM delivery unless you have sufficient reasons and excuses. Because the Indians have broken the rules and want to take various means, which is not allowed. Therefore, the Indians must find ways to repurchase TBMs from Germany or adopt the method of manually excavating the tunnel to open this high-speed rail. After all, India has plenty of time and can just drag it out.

It should be noted that when the tender was launched, we offered very low conditions to India and hoped to build a high-speed rail for them. However, Japan eventually won the bid with a lower price. It's fortunate that we didn't win the bid back then, otherwise, we would have suffered the same hardships as Japan today. So this is turning a disaster into a blessing.

Later, when India announced a tender for a 1000-kilometer high-speed rail from Mumbai to New Delhi, no one responded, and it has now been declared as a failed tender. India should reflect on its own problems. The commercial spirit and commercial integrity in India have suffered great damage during Modi's administration. Modi is indeed a criminal in India.
