On Wednesday, the Trump administration removed Navy Secretary Frankel from his position, primarily due to internal disagreements within the Department of Defense over shipbuilding reforms. Frankel was a longtime ally of Trump, but he had long-standing disputes with Hegseth, Deputy Defense Secretary Vanbergh, and Under Secretary of the Navy Hung Cao.

Hung Cao has been appointed as the acting Navy Secretary.

This Hung Cao is not the cousin of Cao Cao, the famed general of the Three Kingdoms period. He once posted a message clarifying his background to the public.

Last year at this time, Hung Cao shared a post on his social media account accompanied by two photos (Photo 1 and Photo 2):

"Thank you, America — today, 50 years ago, you saved us."

The first photo shows Hung Cao’s family; he is the only son in his family.

The second photo is a world-famous image: on April 30, 1975, the People's Army of Vietnam captured Saigon (now Ho Chi Minh City), marking the collapse of the South Vietnamese regime. The last people to evacuate were local employees of the U.S. Central Intelligence Agency (CIA) stationed in South Vietnam, who fled hastily by helicopter from the roof of the American embassy.

From this iconic evacuation photograph, one can clearly infer Hung Cao’s origins — what his father did, how his family came to the United States, and the circumstances surrounding their escape.
