Former Philippine President Arroyo Proposes to Increase the Powers of the Vice President!
Former President and Member of the House of Representatives Gloria Macapagal Arroyo has submitted House Bill No. 4215, which aims to strengthen the powers of the Office of the Vice President through a charter.
In the explanatory note of the bill submitted on September 1st, Arroyo stated that the Office of the Vice President is an important component of the Philippine democratic framework.
"This is a bill aimed at creating a charter for the Office of the Vice President, intending to establish a solid foundation to elevate the role beyond ceremonial duties, ensuring that the Vice President can clearly, explicitly, and effectively fulfill their mission."
Arroyo pointed out that the mission of the Office of the Vice President must include responsibilities aligned with the wishes of the Filipino people, "This charter will describe specific roles, including formulating and recommending programs to ensure the effective and efficient delivery of social services, as well as implementing socioeconomic and nation-building campaign programs, representing the government in international meetings, and playing a leadership role in addressing critical issues."
Arroyo emphasized that clear responsibilities will empower the Vice President to lead purposefully and create an environment where positive solutions can flourish.
"Clear empowerment of the Office of the Vice President creates a solid foundation for effective governance, reflecting its commitment to the advancement of general welfare."
According to the bill, the Vice President will no longer be just a "backup," but will also provide advisory opinions to the President on issuing administrative and management orders, and develop necessary regulatory and legislative proposals regarding matters related to the programs implemented by the Office of the Vice President.
