[EU Foreign Policy Chief: EU Foreign Ministers Fail to Agree on Sanctions Against Israel]
On April 21, 2026, in Luxembourg, Kaja Kallas, the European Union's High Representative for Foreign Affairs and Security Policy, responded to journalists' questions following the conclusion of the meeting of EU foreign ministers:
Some member state foreign ministers proposed either a full or partial suspension of EU-Israel agreements and restrictions on trade with Israel today, while others voiced opposition—due to the requirement of unanimous consent for suspending agreements, the necessary support was not achieved during the meeting. Ministers also failed to secure a qualified majority to adopt the sanctions measures proposed by the European Commission last September targeting two Israeli politicians and several settlers responsible for violence against Palestinians.
