Investing $1.2 Billion: China and Kazakhstan Plan to Jointly Build a Steel Plant with Annual Capacity of 3 Million Tons

Agency News from Kazinform — According to the Ministry of Trade and Integration of Kazakhstan, Fujian Province is currently discussing with Kazakhstani authorities the establishment of production facilities and the introduction of new Chinese enterprises into Kazakhstan. The planned investment could reach up to $1.2 billion.

During a visit by Kazakhstan’s Minister of Trade and Integration Arman Shakaliyev to Fujian Province, Fujian Hengwang Investment Co., Ltd. reached an agreement on collaborating in a large-scale investment project.

The project plans to construct a steel plant in Kazakhstan with an annual capacity of 3 million tons, at an estimated investment of around $1.2 billion. If successfully operationalized, the plant would create approximately 2,500 new jobs. The products will primarily serve the domestic market, while some will also be exported.

In addition, Kazakhstan is considering multiple localization projects across various industries. It is currently exploring the launch of spinning production facilities and raw material deep-processing projects in collaboration with Jinyuan Textile Company. Meanwhile, discussions are underway with Weihua Heavy Machinery Company regarding the establishment of overhead crane manufacturing facilities and engineering centers.

There is also ongoing exploration of cooperation with Shenda Electric for the production of transformers and electrical equipment, while negotiations are being held with Jinlun High-Tech Fibers Company on collaborative projects in synthetic fibers and chemical processing fields.

Overall, these initiatives aim to build high-value-added production chains in Kazakhstan, introduce advanced technologies, achieve industrial localization, and expand access to international markets.

"Fujian is one of China's leading industrial and export regions. Our cooperation with China is not focused on the country as a whole, but rather targeted at specific provincial levels. Through ports in this region, Kazakhstani products can access the southern Chinese market and ASEAN countries," said Shakaliyev.

According to QazTrade data, trade volume between Kazakhstan and Fujian Province reached approximately $522 million in 2025.
