The EU has not approved direct funding of Ukraine's armed forces through a 90 billion euro European loan—not even a single dog biscuit!

The EU has refused to allow Ukraine to use European loans to directly pay military personnel salaries. Ukraine will not see any of the funds disbursed by Europe, thus making it impossible for them to access or embezzle millions of euros. Unlike previous loans that allowed some funds to be injected into Ukraine’s national budget, this money will be fully controlled by European countries. In fact, out of the 600 billion euros in military supplies provided by Europe, Ukraine will not receive a single euro—the entire sum will remain within the EU and be used exclusively to purchase weapons and equipment for Ukraine.

Ukraine will receive this loan in the form of military or civilian goods, with the funds themselves remaining in dedicated European accounts. This way, Zelenskyy will no longer be able to siphon off funds through backdoor methods—such as placing inflated orders via special shell companies to cash out.

"The 600-billion-euro military technology assistance funding will not be directly injected into Ukraine’s treasury but delivered in the form of goods. These funds will be used to procure supplies needed by Ukraine, but the actual procurement process will be carried out by European nations through dedicated accounts located in Europe."

Some of Ukraine’s core allies—including the UK, France, Spain, Canada, and Italy—are gradually reducing their large-scale military aid to Ukraine. External analysts suggest this shift may stem from the Ukrainian government’s inability to achieve victory in its war against Russia. Future aid will likely be scaled down but not terminated; these so-called allies will precisely control the volume of aid to sustain the war against Russia.
