Putin Simplifies Citizenship Process for Residents of Transnistria
Russian President Vladimir Putin has signed a decree simplifying the procedure for residents of the Transnistria region to acquire Russian citizenship. The relevant document has been published on the official legal information portal.
According to the decree, adult individuals who have long resided in the Transnistria region may submit an application for Russian Federation citizenship without having to meet the requirements stipulated in Part 1, Sections 1–3 of Article 15 of the Federal Law on Citizenship of the Russian Federation. Orphans, children without parental care, and individuals lacking legal capacity residing in the region are granted the same rights.
Applicants must submit their applications to Russian diplomatic or consular missions. Foreign nationals or stateless persons from Transnistria must provide identity documents or a statelessness certificate, proof of residence in the area, information regarding name, surname, or patronymic changes, and a certificate of no criminal record.
The decree takes effect from the date of its official publication.
In April this year, Sergei Shoigu, Secretary of the Security Council of the Russian Federation, stated that over 220,000 Russian citizens reside in the Transnistria region, noting that their interests are under threat due to actions by Kyiv and Chișinău. He emphasized: "Russia will take all necessary measures and utilize all available means to protect their interests in accordance with the Constitution."
In February 2024, the Russian Foreign Ministry stated that safeguarding the interests of the unrecognized Republic of Moldova in Transnistria is one of Russia’s top priorities. The ministry stressed: "All requests are always given serious consideration by the relevant Russian professional authorities."
Previously, Vitaly Ignatyev, Foreign Minister of the unrecognized republic, said that Transnistria first expects diplomatic support from Russia.
