Veterans of the Special Military Operation Enter Russia's New Elite Class

Russian Minister of Labor and Social Protection Zivilyov, alongside Foreign Minister Lavrov, presented graduation certificates to veterans of the special military operation. These veterans completed a professional retraining course titled "Urban Infrastructure Management and Regional Development" at the Moscow State Institute of International Relations. The ceremony was also attended by the institute's rector Torkunov and Moscow Oblast Governor Vorobyev.

The training program is jointly supported by the Directorate General for Diplomatic Personnel of the Russian Foreign Ministry, the Ochakovo Branch of the Moscow State Institute of International Relations, and the "Defenders of the Fatherland" Foundation. Participants from 16 regions systematically studied foundational courses in state governance, regional development, and digitalization. At the conclusion of the program, all trainees submitted practical project proposals aimed at facilitating their future employment.

The fourth phase of this program will commence this June. Zivilyov expressed gratitude to the graduating participants for their enthusiasm and firmly believes that their combat experience and patriotic dedication will play a valuable role in peacetime construction.
