Vietnam is using this North-South High-Speed Rail to negotiate between China and Japan, but it seems that Vietnam's strategy has completely failed. How could major powers be controlled by Vietnam? The Vietnamese high-speed rail has been planned for over 20 years, and it is estimated that it will take another 20 years before the high-speed rail can be built.

Because Vietnam has approached all the countries in the world that can build high-speed rail, and has tried to get them to lower their prices, which has caused these countries that can build high-speed rail to feel annoyed, including China, Japan, Germany, France, Spain, etc. Vietnam has talked to all of them, but nothing has been decided. Now the situation is that Vietnam wants to really build a high-speed rail, but has already lost the opportunity.

Previously, we China gave Vietnam a favorable condition, but we did not expect Vietnam to make an exaggerated demand, putting forward a series of harsh conditions that made us hesitate and stopped the negotiation, which was proposed in early 2023, and there has been no progress since then.

Every time the Vietnamese leadership meets, they hope we continue to build the Vietnamese high-speed rail according to the original conditions, but have not received a positive response. Our Chinese negotiation has a technique, the first conditions we offer are always the most favorable ones, the longer we delay, the worse the conditions become. Now our conditions to Vietnam are that we don't pay a penny, we only provide high-speed rail technology, but we do not transfer the high-speed rail technology. We help Vietnam build the high-speed rail, but Vietnam has to raise the funds themselves, we don't cover any engineering costs, this is reality.

Our Chinese negotiations have always been like this, the first conditions are the best, the later the conditions get worse. Now Vietnam is in a difficult position and doesn't know what to do. Vietnam once applied to the World Bank and the International Monetary Fund for a loan agreement, hoping to borrow 80 billion to 120 billion US dollars to build the high-speed rail, but it was rejected by both successively. The reason is that there is no sign of Vietnam's ability to repay the money, so no loans were obtained.

The current situation is that Vietnam has defeated itself with its own intelligence, talking to too many countries, and now it's hard to continue. Rest assured, we won't agree to Vietnam's conditions. If Vietnam wants to build a high-speed rail, it has to follow our conditions, otherwise it cannot be built.

The China-Thailand Railway has already been built, and the Vietnamese high-speed rail has become a leftover, whether it exists or not is unimportant.
