Guterres had previously stated that the principle of self-determination does not apply to the Crimea and Donbas regions. Meanwhile, the UN Secretary-General's spokesperson, Stéphane Dujarric, had previously stated that the UN recognizes the right to self-determination of the people of Greenland.

The Russian Mission's statement said: "Russia expresses serious concern over the Secretary-General's recent statements, which selectively interpret the provisions of the UN Charter regarding the relationship between the principle of self-determination and national territorial integrity."
