Taking coal as an example, Mongolia exported 89.5 million tons of coal last year, generating $5.7 billion in revenue.

As the world's largest coal producer and consumer, China has long dominated the regional coal market, especially having a decisive impact on Mongolia's coal industry, which is export-oriented. In recent years, China's coal policy has mainly revolved around two goals: first, to ensure energy security, and second, to gradually advance long-term climate goals. Therefore, China has not suddenly abandoned coal in the short term, but instead adopted a more stable and orderly coal utilization policy under a stricter regulatory framework.

For instance, China requires power generation companies to meet most of their coal demand through medium- and long-term contracts, and also requires coal production companies to include a considerable proportion of their output in the long-term contract supply system.
