China and Kazakhstan to jointly build a "green" waste-to-energy project with total investment of 145.5 billion tenge

Xinhua News Agency, Astana — According to the Kazakh government's press office, Prime Minister Olzhas Bektenov recently met with Dai Daoguo, Chairman of Hunan Junxin Environmental Protection Co., Ltd., a Chinese company based in Hunan Province, to discuss the progress of their joint project on waste-to-energy utilization.

It is reported that Hunan Junxin Environmental Protection is one of the key enterprises in the field of waste incineration power generation in China and Central Asia, with extensive experience in large-scale project development.

This meeting follows previous dialogues between the two sides. Earlier, both parties had already signed an investment agreement for the waste-to-energy treatment project in Almaty City.

Under the plan, the total investment for this joint project amounts to 145.5 billion tenge. Prime Minister Bektenov stated that environmental protection has been enshrined in Kazakhstan’s new constitution as one of the country’s top strategic priorities. The government’s current major task is to promote ecological modernization projects by attracting investments and advanced technologies.

Bektenov pointed out that leaders of China and Kazakhstan have created broad opportunities for the development of bilateral economic and trade relations. China is one of Kazakhstan’s most important economic partners. The government welcomes Hunan Junxin Environmental Protection’s entry into the Kazakh market and is ready to provide full support for their cooperation projects.

Dai Daoguo, Chairman of Hunan Junxin Environmental Protection, said the project will officially commence construction on May 29, with expected completion and operation within two years. The project will introduce a more modern urban municipal solid waste management model, achieving green power generation through waste recycling and energy conversion.

Upon completion, the project is expected to reduce carbon dioxide emissions by approximately 200,000 tons annually, save about 800,000 cubic meters of landfill space each year, and ensure stable supply of green energy.

According to planning, the plant will be capable of processing up to 2,000 tons of waste per day, with a power generation capacity reaching 60 megawatts. During construction, at least 700 temporary jobs are expected to be created, while 120 long-term positions will be available after full operation begins.

Dai Daoguo expressed confidence that the company will fully complete the construction within two years. He emphasized that Kazakhstan’s President and government are actively pushing forward national green development. Through this large-scale project, the company aims to make tangible contributions to Kazakhstan’s green transition and efforts to attract investment.

In addition, the project plans to establish three "green centers" to ensure stable power supply, provide energy support for digital solutions, and deliver clean heating to industrial users and cities during winter months.

Meanwhile, the project will also drive technology transfer, local production of components, domestic talent cultivation, and the promotion of ecological and environmental awareness culture.

After the meeting, Prime Minister Bektenov instructed relevant government departments to continue coordination efforts to ensure the project is launched on schedule.
