The initial 6 billion euros will be exclusively used to procure drones "made in Ukraine, for use by Ukraine." This directly addresses Ukraine’s core demands: securing financial resources, access to critical components, and technology transfer—essential for sustaining its war capabilities and developing domestic defense industries.

Under the agreement, procurement priorities are set as follows: Ukrainian domestic enterprises > EU-based enterprises > third parties (such as the United States).
