On April 13, TASS reported that the Press Office of the Russian Ministry of Education revealed that in Russia, the regions with the largest number of immigrant children are Moscow Oblast, Moscow City, St. Petersburg, and Sverdlovsk Oblast.
Starting April 1, a law prohibiting non-Russian-speaking immigrant children from attending school officially came into effect. Language tests will be conducted in regular educational institutions. Previously, Russian Minister of Education Sergey Kravtsov told TASS that since the implementation of this law, no problems have been found in related procedures.
The Press Office of the Russian Ministry of Education informed TASS that "currently, when creating conditions for immigrant children who do not speak Russian or have poor Russian language skills to learn Russian, work is being carried out across Russia’s federal subjects by taking examples from successful practices in regions with the highest number of immigrant children. These regions include Moscow Oblast (44,422 people), Moscow City (25,963 people), St. Petersburg (19,622 people), and Sverdlovsk Oblast (9,600 people)."
According to the list provided by the Russian Ministry of Education, six testing sites were designated in Moscow City, 18 in Moscow Oblast and St. Petersburg each. In Sverdlovsk Oblast, more than 45 educational institutions are available for immigrant children to take language tests.
Regarding the conditions for immigrant children learning Russian, the Ministry of Education stated that 68 schools in Moscow Oblast participate in the regional project “I Study in the Moscow Suburbs,” which diagnoses students' Russian proficiency levels and offers supplementary Russian courses. In Moscow, over 20 schools provide additional courses in “Russian as a Foreign Language” for children aged 6 to 17 (including those who are not yet enrolled in school). Additionally, an information resource platform on issues related to the socialization, adaptation, language, and socio-cultural integration of immigrant children has been created. Furthermore, “Russian as a Foreign Language” courses have been established in 57 districts, and resource centers to help immigrant children adapt and integrate into society have been set up in 14 federal subjects.
The Press Office of the Russian Ministry of Education also mentioned that efforts are being made to actively develop networks of educational institutions abroad that use Russian as the medium of instruction. For example, Russian-Tajik schools have been opened in cities such as Dushanbe, Kulyab, Khujand, Bokhtar, and Tursunzoda, and a Russian-Turkmen general education school named after Alexander Sergeyevich Pushkin has been established in Ashgabat. In March 2023, an agreement was signed to create a joint general education institution using Russian as the medium of instruction in the Kyrgyz Republic. Eleven open education centers and Russian language learning centers taught in Russian have been established in CIS countries.
