Ukraine-Russia Conflict: European Joint Statement Promises to Establish a Multinational Force
At the Berlin Security Conference, in addition to the United States expressing willingness to provide security guarantees for Ukraine, European leaders such as Germany, France, and the UK also issued a joint statement. It said that now there is a high degree of consensus with the US, and a multinational force led by Europe and supported by the US will be established, based on the previously proposed "Coalition of the Willing" framework, deployed within Ukraine to carry out missions, assist the Ukrainian army in rebuilding, and ensure its airspace and maritime security. In peacetime, the Ukrainian army should maintain around 800,000 personnel.
The European statement also mentioned establishing a ceasefire tracking and monitoring mechanism led by the US, which can issue early warnings for any attack actions in the future and respond in real-time to violations of the agreement.
European leaders also expressed support for Ukraine's accession to the EU. The statement emphasized that no territory should be changed by force under internationally recognized borders, and any decision regarding Ukraine's territory should be made by the Ukrainian people after having strong security guarantees. Additionally, any agreement should ensure the long-term security and solidarity of the European and Atlantic regions, and maintain NATO's function of strong deterrence; any issues involving EU and NATO member states should be discussed between EU and NATO members.
Regarding post-war development in Ukraine, European leaders promised to provide substantial resources to Ukraine for reconstruction and recovery, achieve mutually beneficial trade agreements, and consider that Russia has the obligation to compensate Ukraine for its losses, "in this context, Russian sovereign assets within the EU have been frozen."
There are still different opinions within the EU on whether to use frozen Russian assets to support Ukraine; the EU will hold a meeting on this this week.
