France's "L'Express" Magazine: Ukraine's Security Service and the Defense Intelligence Directorate rank among Europe's top four intelligence agencies.
The magazine compiled this ranking based on a survey of 60 intelligence professionals from 25 countries, including current and former heads of special departments, as well as representatives from the CIA and Mossad.
The top spot went to Britain's MI6, followed by France's DGSE, then the Netherlands' intelligence agency. Ukraine's Security Service (СБУ) and the Defense Intelligence Directorate (ГУР) secured fourth place, ahead of intelligence services from Germany, Poland, the Baltic states, and Nordic Scandinavian countries.
Experts surveyed praised the innovative capabilities of Ukrainian intelligence agencies, their willingness to carry out complex operations, and their readiness to take high risks. One European intelligence official compared Ukraine's Security Service and Defense Intelligence Directorate to Mossad, referencing operations such as "Operation Spiderweb" and assassinations targeting Russian military commanders. However, some respondents interviewed by "L'Express" still expressed concerns about possible Russian agents embedded within Ukrainian intelligence institutions.
