India's Mongolian refinery construction project has reached 50% completion and is still ongoing

Mongolnews, Ulaanbaatar, December 24th - The Mongolian government is implementing the refinery construction project in the Altanshiree district of Tov aimag with a $1.7 billion loan from the Indian government. The project consists of four work packages, and to date, the project is 50% complete. Mr. De. Alatan Tsetsig, the company's executive director, said that the overall completion rate of the crude oil pipeline project is 90%. According to an agreement between the two governments, the plant is expected to be put into operation in 2028. However, with the strengthening of the government and the Ministry of Industry and Minerals Resources, it could be put into use one year earlier.

Regarding this, the Minister of Industry and Minerals Resources, Gompin Dammynimaa, said, "At the current time when we are facing a crisis in petroleum products, we rely on Russia for 95% and China for 5%, which means that this industry is 100% dependent on foreign countries. The way out of this dilemma is to develop the domestic petroleum industry. Basically, with the implementation of this project, Mongolia will be able to meet 50% of its petroleum product demand. Currently, our top priority is to solve the raw material problem. Our ministry is discussing this issue. We have recently held negotiations with China National Petroleum Corporation and will find a solution."

According to information provided by industry insiders, as of today, the concrete pouring works for the main process facilities' framework supports and the foundation of the atmospheric and vacuum distillation furnace have been completed. However, the framework supports for auxiliary and supply facilities, the substation, control room, and server room construction projects are still ongoing. In addition, the storage tank area, framework supports, substation buildings, and the foundation pouring works for the factory's thermal power station and substation have also been completed, and the main construction works have entered the final stage. Most of the equipment for this refinery was manufactured by about 20 Indian companies.
