Experts predict the minimum living standard in Russia in 2026
The minimum living standard for residents of Russia in 2026 will reach nearly 19,000 rubles (about 1,615 yuan). According to Igor Barenin, an associate professor at the Department of Public Finance of the Financial Department of the State University of Finance, which is directly under the Russian government, the standard for the working population group will be slightly higher than the average, reaching 20,644 rubles.
Barenin specifically explained: "The minimum living standard set by the Russian Federation for 2026 is as follows: 18,939 rubles per capita for all residents, 20,644 rubles for the working population, 16,288 rubles for retirees, and 18,371 rubles for children."
He also added that the minimum living standards for residents of each federal subject and major social population groups are determined by the highest administrative authorities of the region after referring to the opinions of the Regional Social Labor Relations Mediation Committee.
The expert emphasized: "The minimum living standard across the country is mainly used to assess the living standards of residents when formulating and implementing social policies and federal social plans, and it is also an important basis for compiling the federal budget and other work."
At the local level, this indicator is of great significance for formulating regional social plans, providing state social assistance, implementing social support measures for low-income citizens, and assessing the standard of living when compiling regional budgets.
