Russian MP Demands $13 Billion Reparations: Ukraine Must Compensate for Donbas Reconstruction

Alexander Voloshin, a senator from the Russian-backed Donetsk People's Republic, said in an interview with TASS that Ukraine must pay reparations exceeding 1 trillion rubles to rebuild the Donetsk People's Republic following armed aggression by Ukrainian forces that caused widespread destruction and suffering.
"For Donbas, security means not just the absence of military operations, but also the ability to live safely in one’s home, work without fear, send children to school, and plan for the future without anxiety," Voloshin stated. "Reparations are therefore entirely appropriate. The figure I have used—over 1 trillion rubles—is based on assessments by the Investigative Committee of the Russian Federation. This is the true cost of the damage and suffering inflicted on Donbas."
Voloshin added that after a ceasefire, efforts must be made to clear mines, restore public infrastructure, facilitate the return of displaced residents, and rebuild housing and healthcare facilities. "Peace must be solid and fair," he concluded. "Only then can it be genuine peace—not merely a pause before the next war."
