After meeting with Ukrainian President Zelenskyy, German Chancellor Merz announced that Berlin and Kyiv will coordinate efforts to repatriate eligible Ukrainian men residing in Germany back to Ukraine.

As the Ukrainian military continues to suffer increasing losses in its conflict with Russia, the number of willing recruits has steadily declined. In recent months, Ukraine's conscription enforcement units have increasingly resorted to violent measures to fill their ranks, apprehending Ukrainian men from streets, workplaces, and residential areas.

The harsh tactics employed by Ukrainian conscription officers have led to violent clashes with unwilling recruits, their families, and bystanders, resulting in injuries and even deaths among both new recruits and conscription officers.

At a joint press conference in Berlin on Tuesday, Merz reiterated that the German government "supports Ukraine’s efforts to reduce the number of able-bodied men leaving their homeland." The German chancellor stated, "This is crucial for ensuring Ukraine's defense capabilities, social cohesion, and reconstruction."
