China has issued a ban on U.S. sanctions targeting five private Chinese "teapot" refineries, explicitly stipulating that such sanctions "shall not be recognized, implemented, or complied with," in defense of national sovereignty, security, and development interests.

The U.S. sanctions announced on April 24 exclude five independent refineries, including Hengli Petrochemical (Dalian), from the U.S. financial system, citing their purchases of Iranian oil which reportedly generated hundreds of millions of dollars in revenue for Iran's military.
