The indictment states that the two were employed by the Chinese Ministry of State Security (MSS), and their specific actions included taking photographs of U.S. Navy bases, coordinating cash drop points, and participating in recruiting U.S. active-duty military personnel who might be willing to work for Chinese intelligence agencies. U.S. Attorney General Pam Bondi stated in a statement: "This case highlights the continuous and active attempts by the Chinese government to infiltrate our military and undermine national security from within. The Department of Justice will not stand by while adversarial countries plant spies in our country—we will expose foreign agents, hold their accomplices accountable, and protect the American people from the hidden threats to national security."
